Lumar Apartments 
Nepean Hwy, Seaford

Planning Horizon acted on behalf of the Investor Group providing Town Planning and Project Management services from project initiation to the successful approval at the Victorian Civil and Administrative Tribunal. Lumar is a four storey building containing 31 exclusive dwellings located between Seaford Beach, the tranquil Kananook Creek and the famous beach boxes on Frankston Beach. Designed by the internationally-renowned Hachem Architects, Lúmar is a boutique development with a striking timber facade featuring natural materials and coastal-inspired finishes.

Orabel Waterfront 
Nepean Hwy, Seaford

Planning Horizon acted on behalf of the Investor Group providing Town Planning and Project Management services from project initiation to the successful approval at the Victorian Civil and Administrative Tribunal. The Orabel Waterfront development comprises 140 dwellings accross four buildings located between Seaford beach and Kananook Creek. Designed by the internationally-renowned Hachem Architects for Resimax Group, the development perfectly complements its surrounding coastal environment with a distinctive architectural design.

Mernda Rise Estate
Bindts Rd, Mernda

Planning Horizon has provided the following planning services to the Mernda Rise Estate over the last 8 years:
  • Initial development feasibility.
  • Submissions to the Logical Inclusions Advisory Committee. 
  • Formal re-zoning process with Whittlesea Council where the land was successfully rezoned for residential purposes from the Farming Zone.  
  • Preparation and approval of the Eaglerise Estate Development Plan.
  • The preparation, project management and approval for a 197 lot residential subdivision.

Elpis Estate
Woods Road, Truganina

Planning Horizon worked closely with the Victorian Planning Authority (formally the Growth Area Authority) throughout the preparation and delivery of the Truganina Precinct Structure Plan. The process also involved liaison with related State Government departments and agencies, culminating in the rezoning of the site for residential purposes. 

The rezoning followed by a subdivision Planning Permit process resulted in a development consisting of approximately 500 residential lots, including medium density housing sites and mixed use and commercial lots. 

Planning Horizon continues its involvement with the site, supplying the developer town planning services including various amendments to the subdivision concept and detailed planning permit applications for signage, display village and medium density housing sites.

​First Avenue, Altona North 
Medium Density Residential Development 

Planning Horizon acted on behalf of the permit applicant throughout every stage of this planning permit application for the construction of three double storey dwellings. The proposal was ultimately successful at the Victorian Civil and Administrative Tribunal. Throughout the development application, Planning Horizon liaised with Council, referral authorities, objectors and provided all administrative, procedural and representative duties at the tribunal.

Elizabeth Street, Melbourne 
Advertising Signage 

Planning Horizon provided an initial feasibility study regarding advertising signage at the subject site, and subsequently managed an amendment application under s72 of the Planning & Environment Act  through Melbourne City Council. The s72 Application sought to replace an existing floodlit high wall major promotional sign on the northern wall of the building with an electronic screen with a sign message dwell time of 30 seconds. The existing host building, Hosies, is a B-graded building which has an individual Heritage Overlay. The east elevation of the building contains a distinctive Richard Beck mural, facing Elizabeth Street. In addition to the Heritage Overlay, the site was also affected by a number of other prescriptive planning controls. 

An application was lodged to VCAT pursuant to s79 of the Planning & Environment Act following Council's failure to decide the application within the prescribed time-frame. During the VCAT proceedings, Council subsequently resolved that it would have refused to amend the permit on grounds relating to disruption of views along Elizabeth Street to the Flinders Street Clock Tower.

The electronic sign was approved by the Victorian Civil and Administrative Tribunal, following a detailed submission at the tribunal from Planning Horizon on behalf of the Permit Applicant.

Mazel Drive, Tarneit 
Residential Subdivision of the Ecoville Community Park

​Planning Horizon, on behalf of the permit applicant, recently gained approval from Wyndham City Council for a 21 lot residential subdivision of the existing Ecoville Community Park, in Tarneit.

The Ecoville Community Park has, unfortunately, been subject to vandalism, property damage and poor maintenance over the last 18 months, with residents of the Ecoville Estate reporting poor perceptions of safety due to the physical design and poor maintenance of the park. Despite the local community making a concerted effort to improve amenity and reclaim the park for family use, the park still remains unusable to date.

In early 2017, a ballot was taken by the Owners Corporation and an application was made to the Victorian Civil and Administrative Tribunal (VCAT) to dissolve the Body Corporate, which allowed for the subdivision of the subject site.

Council have subsequently approved an application for a 21 lot subdivision of the park, which Planning Horizon submitted on behalf of the permit applicant. The residential lots created by the subdivision will provide for additional family housing lots within an established estate close to existing services and amenities. Construction works will commence in the later half of 2019. 



Nepean Highway, Seaford
Eleven Townhouses

A successful townhouse application was prepared and managed by Planning Horizon on behalf of the permit applicant, with Frankston City Council approving 11 townhouses on the currently vacant site in Seaford.

​Planning Horizon worked closely with the project designers, Archtek, as well as engineering and cultural heritage consultants in providing a well considered development that maximises it's waterfront location. 



Newbridge Estate, Wallan ​
Over 1000 residential lots and townhouses

​Planning Horizon has been involved throughout the planning and urban design process for the Resimax Group Newbridge and Newbridge South Estates. The staged multi lot residential subdivision provides for a range of dwelling densities, providing township living in Wallen, 40 minutes from Melbourne’s CBD.  The estate provides public open space areas, wetland reserves, active open space area and a Catholic Primary School. Stages 1-6 are currently under construction.
 
Planning Horizon, along with the sub-consultant teams, worked with Mitchell Shire throughout the planning process, from the initial staged subdivision application through to the recent superlot development approvals for townhouse development within the estate.

Point Nepean Road, Dromana 
Three storey (plus basement) apartment building 


Planning Horizon lead a successful development application for 55 apartments on a high profile site in Dromana. The application comprised the added complexities of a lot consolidation and multiple property encumbrances, including easements. Planning Horizon managed a project team that included the project architects, traffic engineers, cultural heritage consultants, waste management and landscape architects. Planning Horizon also assisted throughout the successful VCAT process.

Heritage Home in Brighton 

Planning Horizon managed the Planning Permit process on behalf of the landowner, and worked collaboratively with Powell & Glenn Architects and Bryce Raworth Conservation & Heritage to successfully gain approval for alterations and additions to a significant heritage dwelling in Brighton. The dwelling is of aesthetic and historic significance, with the residence being a substantially intact example of the Victorian Italianate style with a slate roof and cast iron veranda. The Powell & Glenn designed extension to the existing dwelling provided a contemporary and considered design that positively responded to the built form of the existing heritage dwelling.

Medium Density Housing in Diamond Creek

Planning Horizon recently gained approval for the construction of three dwellings on a site in Diamond Creek. The subject site provided the added complexities of being encumbered by multiple restrictions and easements, varied topography, multiple neighbouring lots, native vegetation and being irregular in shape. The approval came following lengthy collaboration between Planning Horizon and the Drafting team to overcome the constraints of the site, with Planning Horizon successfully guiding the project through the Council planning permit process.      

Residential Development in Templestowe 

Planning Horizon was engaged to coordinate the planning approvals process for the development three double storey dwellings on a residential allotment in Templestowe. The dwellings provide a contemporary built form, with the design successfully providing three family sized dwellings on a 700sqm sloped site. Planning Horizon guided the project team through an extensive approvals process with Manningham Council.
